Franklin County Jail Roster Status
Franklin County's official jail pages do not appear to publish a searchable current-inmate roster, daily booking report, or public mugshot gallery. The county jail navigation reviewed for this project included jail rights and privileges, PREA, services, inmate communications and commissary, and the Victim Notification Program, but no public "current inmates" search page. That absence changes the search order. A person looking for a current Franklin County inmate should not rely on an unofficial roster or assume that a third-party list has current custody data.
The local starting point is Franklin County Jail. The jail page lists the official facility name, Warden Heather Franzoni, the jail address, the main phone line, records fax, work-release fax, medical fax, and jail email. Staff may limit what can be released by phone because identity, safety, juvenile, sealed-case, medical, victim, investigative, or CHRIA rules may restrict public disclosure. For court charge records after booking, use UJS and the Clerk of Courts rather than treating a jail intake record as the full criminal case.
The official jail page is the best source for current local contact information. The screenshot below comes from Franklin County's jail department page and shows the county-maintained jail listing used for this inmate-record routing.
Use that official jail contact before sending money, scheduling a visit, or assuming a person is still in county custody.
How to Search Franklin County Inmates
A Franklin County inmate lookup is a channel check, not a single-form search. The county's own research trail points first to the jail and SAVIN/VINE for local custody status, then to UJS for charges and court dates, then to records offices for non-online booking or jail records. If the person was sentenced to state prison, the PA DOC locator replaces the local jail path. If the case is federal or immigration-related, use BOP or ICE instead of the county jail.
- Call Franklin County Jail at 717-264-9513 for a current custody question, or use jail@franklincountypa.gov for general jail contact.
- Search or register through Pennsylvania SAVIN/VINE, which Franklin County links for county-inmate custody status and notifications.
- Search UJS Case Search by participant name or docket number for charges filed after arrest.
- Request non-online jail or booking records through the county open-records process or the office that holds the record.
- Use the PA DOC, BOP, or ICE locator when the person is outside Franklin County Jail custody.
Do not treat the sheriff warrant tip email as an inmate lookup. The January 13, 2026 sheriff announcement created tips@franklincountypa.gov for information that may help locate wanted people. That is useful for warrant information, but it is not a custody confirmation line.
Franklin County Roster Search Fields
The county roster field table is short because the official public form was not located. The useful field tables belong to the alternate systems. PA DOC needs a last name or inmate number. UJS supports docket and participant searches. BOP lets users search by federal number or name. ICE ODLS is separate and requires its own detainee-search process.
| System | Search Field | Required | Notes |
|---|---|---|---|
| Franklin County current jail roster | Not available | n/a | No official public current-inmate form was located. |
| PA DOC Inmate/Parolee Locator | Last name | Yes for name search | First name helps with common last names. |
| PA DOC Inmate/Parolee Locator | Inmate number | Alternative | Use if known from court or DOC paperwork. |
| UJS Case Search | County, court type, docket number, participant name | Varies | Use Franklin County for local criminal dockets. |
| BOP locator | BOP Register Number or name fields | Depends on mode | Federal custody from 1982 to present. |
Prepare a Franklin County Inmate Record Request
Because Franklin County does not publish a live roster, one of the most useful preparation steps is narrowing the request before making contact. The Open Records page in county sources says requests should be specific and gives multiple filing routes, including mail, fax, in person, or email. A strong request names the person, an estimated date range, and the office believed to hold the record.
For custody timing questions, the first contact is usually the jail. For case history, the Clerk or the court route can be required depending on whether the question is about pretrial proceedings, filing, disposition, or docket-level updates. For complaints about records denials, missing fields, or scope boundaries, the same county open-records process explains extension timing and response pathways.
| Question type | Start here | Follow-up channel if incomplete |
|---|---|---|
| “Is this person still in Franklin County Jail?” | Franklin County Jail contact and SAVIN/VINE. | UJS case search to confirm if court transfer or sentencing occurred. |
| “What is the formal charge history?” | UJS Case Search for docket details. | Clerk of Courts for official case or record-retrieval support. |
| “Can I get a booking record or photo?” | Franklin County open-records channel. | Specific supplemental request to the holding office if redirected. |
| “Did status change after sentencing?” | PA DOC Inmate/Parolee Locator. | DOC parole or jail office if the record appears partially populated. |
County communications in the research also clarify that some record categories are directed away from the Open Records office itself: court records often belong to court offices, and prosecution files can route to the DA route.
What Franklin County Booking Creates
No public Franklin County inmate profile could be inspected because no official roster/profile page was located. The December 2024 inmate handbook still documents what the jail creates at intake. During admission, the person is searched, photographed, fingerprinted, screened medically, and processed for personal data. Personal property, valuables, and money are taken for safekeeping, and a receipt is issued. Classification then determines housing after the required quarantine period.
| Field or Record | What It Means |
|---|---|
| Name and personal data | Identity data compiled during admission; public release depends on the record type and restrictions. |
| Booking photo | A photograph is taken at admission, but Franklin County did not publish a public mugshot roster in the sources reviewed. |
| Fingerprints | Taken during admission and not normal public roster content. |
| Medical screening | Completed during intake; medical records are not public jail roster content. |
| Classification and housing | Used to assign custody and housing after quarantine; housing details may be withheld for safety. |
| Detainer or time computation | Handled by jail records; a detainer can keep a person in custody for another authority. |
Franklin County, State, and Federal Custody
Franklin County inmate records do not all live in the same system. The county jail is for local custody, pretrial commitments, county sentences, work release, and some holds. The PA DOC locate service covers people incarcerated or supervised by the Pennsylvania Department of Corrections, updates daily, and excludes county-jail inmates. The BOP locator covers federal sentenced custody, while ICE ODLS is for immigration detention.
| Custody Type | Where to Look | What It Does Not Show |
|---|---|---|
| Pretrial or county sentence | Franklin County Jail, SAVIN/VINE, open records | State-prison profile or federal custody data |
| State-sentenced inmate or parolee | PA DOC Inmate/Parolee Locator | Current county jail bookings |
| Federal sentenced inmate | BOP inmate locator | County charges, local mugshots, or ICE custody |
| Immigration detention | ICE Online Detainee Locator System | Full county jail or state DOC case detail |
Request Franklin County Jail Records
When a Franklin County inmate record is not online, the request must go to the office that holds it. The county open-records page says requests may be made by mail, fax, email, or in person and must be specific enough for the agency to identify the record. The county has five business days to respond by granting, denying with legal basis, or invoking a 30-day extension. Criminal court information is directed to the Clerk of Courts, while District Attorney records have their own open-records officer.
The county open-records page also lists categories that are not available through the county Right-to-Know route, including Social Security numbers, driver's license numbers, personal financial information, certain home addresses, minors' names and dates of birth, pre-decision deliberations, and most 911 recordings without court process. That matters for inmate records because booking files can contain protected personal, medical, victim, investigative, juvenile, sealed, or CHRIA-covered material.

Franklin County Jail Visiting Rules
A public visitation schedule was not located in the official web text reviewed. The inmate-rights page says inmates have the right to visits with civilians within program guidelines and private visits with attorneys except where restrictions exist. It also says visits can be limited or suspended for inappropriate behavior. The safest action is to call the jail before travel and confirm the current schedule, approved visitor list, photo-ID rules, dress code, check-in process, and entry restrictions.
